This is just an example document that serves as a starting point for subsequent reports. I only have a vague idea of what this document should cover and include. The core rationale and purpose for the establishment of a market entity should be covered here, perhaps including mission statements and ideas of what the revenue streams are likely to be, i.e., if credits are received from market participants as fees, sales, taxes, tuition, etc.

It will be also be good to include founding members and published registration information such as with licensing bureaus or something less formal through a web certifying agency. 

This start-up document will be formalized throughout this year (2009).
